Part II discusses the terrorist threat, including an analysis of the vulnerability of our ports, particularly since September 11, 2001. Part III focuses on the federal and state response to the terrorist threat. Part IV looks at ways of securing our ports, including a proposal for an integrated approach to maritime transportation security.
